Need Rathalos Ex tip.
So phase two, when he charges at you. I’m almost never able to dodge this. He turns to face me and I immediately start running to the side, and I’m outside his giant circle, but his hit box is apparently larger still and I get caught by it. Is there some trick to avoid this one? Sadly FFXIV doesn’t have the superman dive.

What you should do is to keep on moving during the battle. Focus on making sure you are not in the boss's sights at all costs. The aoe from that attack you specified is a huge straight line aoe. If you or your teammates are melee dps, you don't have to worry about positionals in this fight as the boss is omnidirectional (all positional requirements will be fulfilled regardless of where it is hit).

this usually only happens if a party member is out of melee range. the best way to avoid this nuisance is to just kick any party members out of the group, who refuse to stay in melee range.
its the hardest move to dodge, and gives the least wiggle room on bad ping. its better not to leave it up to ping chance. (not that ranged will want to stay in melee range, since it easy as heck to avoid attacks from afar.)
if everyone remains in melee range, he will NEVER use this move. its a punishment move, to avoid cheesing with ranged, or OVERLY cautious dodging, where someone runs away extra far, trying to make sure they dodge attacks they arent familiar with.

The reason it hits you is because the damage and hit actually register server side first before you ever see him charge. Stay close to him and move around him. He will still do this charge sometimes then, but as long as you are constantly on the move away from his front, then you should rarely, if ever, get hit. Don't stand still.

So I got my 50 scales and I’m done unless I ever go back to augment the gear and make it dyeable. That said I did get better at dodging this move. Anecdotally it feels more like an invisible cone than a line, as I ended up having way more success if I ran diagonally towards him rather than perpendicular to his path.
Fun fight though. Never could beat Behemoth in Monster Hunter, but Rathalos in FFXIV was entertaining.
