I'm not able to find much about this on the net. I have a leather worker, but that doesn't seem to include skinning, neither do any of the gathering professions seem to be even close to skinning.

Is it RNG? Technically, yes if you go out hunting for them. But most skins are ridiculously common. And a retainer sent on a hunting mission will bring back exactly what its supposed to(so a hunt for toadskins will always bring back a certain number of toadskins, usually split between normal and high quality). And being super common means most prices on the market are next to nothing.
Apparently there was a class originally planned for collecting animal hides (called 'Shepherd', or 'SHP' for short), and it even had a class logo (resembling a pair of deer antlers) and a (locked) Guildhall in Falcon's Nest in the Coerthas Western Highlands in the original version of FFXIV (1.0), but alas it appears SE has abandoned any plans they may have had for this class as all references to it have been quietly dropped (the SHP's Guildhall wasn't included in Falcon's Nest's rebuilding for HW, and there is no reference whatsoever anywhere in the game it even existed), so sadly this will never be coming I'm afraid.
As others have pointed out it's fairly easy to get the hides from monsters/animals as drops anyway so that is probably why SE never bothered implementing SHP as a class.
