The PM scammers have been around for a couple months now, though they changed their tactic from trying to bait people with promises of free gil to trying to generate curiosity with a bogus petition.
It seems like they just player search then go down the list because I only ever get PMs from them while I'm in ARR zones.

Did internet education stop at some point? "Don't open suspicious links" is something everyone has surely heard.

The problem is that at a glance, the link does not look suspicious as they're now using what's basically identical to an actual forum link save for a dash and a few extra letters after the ".com" portion.
If you have a half-way decent internet security program it won't even let you go to the website, but it seems that is lamentably not the case for a lot of people.
Oh look, the post adamantly naming and shaming the victim-account-turned-scam-distributor has been deleted. What a surprise.
Pity it took half the discussion with it.
Shaming, yes. You were insistent that you should include their name because they were doing the wrong thing and deserved it.
And as you say, "no way of knowing" that for sure. Innocent until proven guilty - and as I said, almost certainly a stolen (and hopefully reclaimed) account for a scam that has a new name attached to it every time it appears.
