On the Actions & Traits dialog under Actions have tabs of all the jobs you unlocked so you can view all the actions no matter what job you're currently on.
I'll often be in a dungeon and want to give tips to say, a tank but I can't remember exactly the name of actions for jobs I don't play much. I could just look at them while I'm on my healer or DPS so I can help newer people.
