Extended cross hotbar “WXHB” improvement

Currently the display of the WXHB is tied into accessing it by double tapping R2 or L2.
It would be a nice qol change to separate the display of the WXHB from the double tap option. As in where one can display a select hot at thru WXHB and use the double tap to select a different hotbar.
I currently would like to use my WXHB by holding the R1 and L1 option and using double tap to select from another hotbar that isn’t on screen for lesser used actions.
