UI test mode
UI customization is hard to do when you can't actually see what's going to be placed there. Since most of us aren't adjusting our UIs in combat, that means there's no visibility of enfeeblements to check the placement without, for example, hitting provoke on a level 58 Great Morbol in the Dravanian Hinterlands and standing in Offal Breath to get the pile of them you get from the malboro class of enemy.
An ideal UI test mode would: fill party/alliance with Test Member 2/3/4/5/6/7/8 (so you can see where those are ending up and if they're obscuring other things), fill enemy list with Test Enemy A/B/C/D/etc. (to the limit it will display), with enemies of varying aggro levels (so you can make sure it's not too small to differentiate the four levels), assorted buffs/debuffs on you (so you can self-target/self-focus target to check those), and a static cast bar for the same.

This x10000. The HUD layout editor is severely lacking and this change would make editing HUDs a lot quicker

It would be very helpful if the HUD layout page offered this, maybe as a toggle for a placeholder or partially transparent full UI element example. Adjusting the scale and placement of things while avoiding overlap is difficult without it and I always need to make changes later when once a problem becomes evident when I am trying to play. It would be nice if such a mode indicated where it will display the dialogue and text boxes that can't be moved but will block parts of UI.
