Steps:
1. Defeated Ruby Weapon Normal Trail
2. Completed 'Ruby Doomsday' Quest (shown as completed in the Journal)
3. Went to talk to Warmachina Fanatic but no quest to unlock Cinder Drift Extreme
After beating Ruby Weapon did you talk to Gaius inside the Ghimlyt Dark instance area and then the Resistance Officer in the Lochs just north of the fanatic? I ask because you don't complete the quest until after you beat Ruby Weapon and that's not the order of events you have in your steps.
I did, the 'Ruby Doomsday' quest is shown as complete. I've also tried talking to everyone in the area as well.
Are you sure you didn't already unlock it and forget about it? Keep in mind that it appears in the "High-end Duties" tab, not the normal one.
