Steps:
Searched for Steel Arrows, cheapest ones were Shoptilldrop in Lower Tailor's Ward. Went to that ward, checked the retainer, and he has Tidesplitter, Poacher's Hat, and Poacher's Tunic for sale in his bazaar.

I wanted to clarify that they are FOR SALE, not repairs requested. As in you give money, you get item.
