NPCs Taynor and Cerigg appear when they should not

Steps:
1. Before patch 5.1, I had completed the role quests for tank, healer, and physical DPS. I only had magical DPS role quests left.
2. After completing patch 5.2's main story, I decided to level my Red Mage. I made it to level 74 and then decided to start the role quests.
3. When I approached Cerigg in the Crystarium, I noticed a young elezen boy standing next to him named Taynor. I do not remember seeing him there before. When I talk to Taynor, he mentions the end of the 5.2 main story questline (seeing the meteors) and tells me he will offer me his help if I ever need it. I found this odd since he sounded like he was being very friendly and familiar to me, but it was my first time speaking to him.
4. I started the questline with Cerigg, the first quest being "Hollow Pursuits". Cerigg says he will meet me in Amh Araeng. His character model does not leave the Crystarium though. When I talk to him again, he just mentions looking for someone to help him catch Phronesis, as if I had not just offered to help him. I figure that it must just be flavor-text since I have not completed his first quest yet and think nothing of it.
5. I meet Cerigg in Amh Araeng and continue his questline. In the level 72 quest, "A Voice from the Void", I encounter an elezen boy - the same one that I saw in the Crystarium. I learn his name is Taynor in the level 74 quest, "Echoes of the Past".
6. I finish the level 74 quest, and conclude that the elezen boy in the Crystarium should not be there for me. He should only be there for people who have completed the magical DPS role questline, which I have not.
7. After finishing the level 74 quest and leaving my Taynor and Cerigg in Amh Araeng, I return to the Crystarium. Not only is Taynor still there, but Cerigg is still there too! Cerigg still says the same dialogue about looking for someone to help him hunt Phronesis. Cerigg should not be there at all. I guess this must be a case of NPC models appearing when they should not during certain stages of questline progression.
