Quest "A Ship on His Shoulder" not properly locked when not available

The Quest "A Ship on His Shoulder" has a red locked marker when satisfaction rank is not maxed out with Kai-Shirr, however it is possible to choose "accept quest" and see the dialogue, followed by the "Quest Accepted" text on the screen but no quest being accepted. "Accept" should be greyed out from the quest tag box with the reason why it isn't able to be accepted like all other quests.

1. Interact with NPC with unavailable quest (not max rank with Kai Shirr)
2. Choose "Accept" from box
3. Read dialogue
4. "Quest Accepted" appears on screen
5. Quest marker still shows above NPC and no quest available in current log
6. Repeat ad libitum

NB: Quest becomes available to accept properly when ranked up fully.
