Okay Im wondering when does the option to set a retainer class show. Maybe get my GC rank to second flame lt?

There's a quest in each city state, a blue one. Someone has lost contact with their retainer, and you have to go rescue them. Then you can assign them a class and have them go out on ventures.

This quest Gula is talking about is usually found near the city state Aetheryte once you have your first retainer. The quest name is An Ill-conceived Venture.
