[suggestion] MCH: adjustments to reduce stress with higher pings

Hey there!

So I've been looking into Machinists for a while now and it seems most players, even MCH mains, agree on one thing: Overheat "spammyness" is a problem.

You gather your heat, get into your overheated state and spam the crap out of one single weaponskill and 2 off-gcd abilities back to back until it ends or your fingers fall off...

On top of that, the 2 abilities you are constantly spamming are virtually identical. Both have abysmally low (150) potency and the same cd, the only "mayor" difference is shrapnel's ~ 75 potency AoE atached to it.

So why not change Gauss Barrel and Shrapnel to share the same cooldown, reduce their overall cooldown by half to compensate, increase Gauss's potency to 200 and reduce Shrapnel's to 100, and remove the 50% damage reduction on AoE from Shrapnel?

Sorry if that idea seems stupid to some, but cramming 2 gcd into anything overheat related is literally impossible with any kind of lag or ping issue right now... though i overall do like how MCH plays, this is barely enjoyable at times :c
