i dont get it, i have 350+ more perception than needed for HQ yet i have a fat 0% on all nodes in novrandt, no matter what.
how high do i need it? cause the small 1310+ is BS.

The legendary nodes have a special modifier which sets HQ chance to zero unless you meet a certain perception requirement. This ranges from 1312 for Lv75 nodes to 1840 for Lv80* nodes. It's listed in the bottom of the gathering window.

You have to turn that skill on to view the conditions for getting HQs. I think its called https://ffxiv.consolegameswiki.com/w...aration_(miner)
No, that's only for seeing the base HQ requirement for the item. Node-specific modifiers are always visible.
