Trader's Walls (Housing) glitch? Graphical Error?

The Trader's Walls place the icon of your Free Company on the top banner, but upon closer inspection it seems it's meant to be placed on the lower banner (there is a background on your icon that doesn't match where it's placed, but matches the lower banner) see image for more info.
