[suggestion] Create a LS broadcast message and increase LS membership.

Similar to an FC broadcast message at start up, also have a broadcast message (if specified) for an LS. This broadcast message would be turned on and off and modified by the Master of the LS. Members of the LS can turn the display of these broadcast messages on and off.

Also, increase the maximum number of LS membership to 512.

The reason for these suggestions is that I run multiple treasure hunt map party LS', since the maximum number of members in an LS is 128. Also, I have created the domain\website bereksmapparty.com to provide information about scheduled map part runs as well as map location links.
