Unable to return to Pendants suite while the manager has a quest available

This is not quite a bug, more of an inconvenience, but it messes with story flow somewhat.

Normally you access your suite (inn room) at the Pendants by talking to the Manager of Suites.

However, at several points in the MSQ you return to the Pendants, talk to the manager (who is marked with a quest icon), and see a cutscene that basically "closes a chapter" of the story.

At the end of these cutscenes, you are automatically returned to the inn foyer and the manager has the start of the next quest for you.

This feels like a natural point for the player to take a break before accepting the new quest and continuing with the story, but there is no option to return to the inn room without first accepting the quest.

Is it possible for these points to be altered so you have a menu choice between starting the quest and having normal access to the inn room?

From checking a list of quests, I think all the relevant ones are:
- An Unwelcome Guest
- A Party Soon Divided
- When It Rains
- Return to Eulmore
- Reassuring the Masses

I always just accepted the next quest (force of habit so I don't lose where I'm supposed to get it from), and then went into the inn, so maybe I just simply never noticed...
