Steps:
1. Speak to the Starlight Celebration Crier in either location.
2. Select the dialogue option "What's your task in all this?".
3. Note that he says "On this particular occasion, we will be hosting a concert here in Mih Khetto's Amphitheatre", which is the same dialogue as the Crier standing next to the Amphitheatre in Gridania.

Expected:
The Criers in Ul'dah and Limsa would have dialogue directing you to Gridania rather saying that the event is taking place "here".
