When using controller post server merge, run/walk toggle issues

Steps: When using a gamepad, If I press up/down/left/right, I run at full speed.
If I try to run diagonally, however, I have reduced speed, which is also displayed as reduced in the UI. This occurs both in cities and in the most sparsely populated places I went, on and off a mount, even with the ARC run speed ability active or not.
