PS4 Unable to close "Important notice" dialog to Play game

Today the "important notice" dialog comes up when you first choose to play the game after login is successful BUT you cannot close it with any combination of controller or keyboard buttons. Focus never goes to the "Play" button on the popup dialog box. How can I close this dialog and actually "Play"?

This is new, as previous maint. notice/update dialogs allowed focus on the "Play"
button.

After much trial... I had to depress the left joystick to enter free cursor mode and hover over the "Play" button to allow me to select it. the D-pad arrow keys have and should always work to Tab between UI elements (especially buttons) in windows/dialog boxes.
