Lowest crafter level is at 20 and you only need to finish the story up to 3.3

If you're willing to put in the time to gather materials, you can get a massive amount of experience from the content. Just doing turn-ins, I leveled armorer from 70 to 80 last night.
Some of the jobs, however, will have a harder time than others. Some of the alchemist, weaver, and leather worker recipes take animal skins, for example, so those will take more effort.
And this is only a temporary thing, it’s not around forever, right?
My understanding, and assumption based off what we've seen of the area we're rebuilding, is that it's temporary in the way that the Garo event was temporary. I would anticipate that this will be around for at least the next year or two, and then will be eliminated once this area becomes a housing district.
It's hard to say how they'll handle it.
The construction, and seeing the area change over time, will be one-time-only.
The crafting hand-ins seem very repeatable and have exclusive items bought with their currency. It's possible those would continue long-term after the actual construction is complete.
You can level your crafters incredibly fast via turn-ins.
Pick a recipe that's easy to get to required collectibility for maximum reward, spam it, turn it in. I spammed my GSM from 50ish to 64 with the lv 40 recipe because it was faster than the lv 60 recipe for which I'd have needed to upgrade my gear first.
I think it will be around for quite some time with the numerous rewards offered, some of them needing several thousands of the currency. The re-construction event is a one-time thing though, once the server finished all stages, it's done.
But they will probably keep the collectible appraiser around for something like "upkeep of the district" or some such. It's certainly easy enough to justify continued turn-ins.

Though I do wish they'd have the option to turn in Gathering stuff for Disciple of Land XP, as their level kind of is your bottleneck of what you can create to turn in... Unless you somehow have billions of gil...
Yoshida said that this is coming. They're going to be releasing more for this content over time, and that 5.11 is just the start of all this. Disciple of Land turn in will be coming, and after that you'll be able to purchase scratcher tickets to be able to participate even if you don't craft or gather.
