Reuse not working as intended

Step 1: After obtaining the rare shell leather crafting materials start crafting Rebel Coat
Step 2: Use Reuse and have it proc, expecting it to return the rare material used
Step 3: Instead receive etherial silk.

Ditto. That was pretty heartbreaking after the excitement of actually getting a proc on something expensive.
