My first thought about this one was "oh, it allows us to skip a 'good' state which would screw our whistle stacks."
Except that too is gone. I'm confused about this thing's usefulness.
Precisely why I was asking for people's thoughts on what purpose it serves outside of skipping a "poor" state after an "excellent". I mean, being able to skip that without losing buffs is a very useful thing don't get me wrong, but if that's all Careful observation is good for then it seems a bit underwhelming for a specialist skill (the only specialist skill right now), and it also costs a reagent.
EDIT: I did come to realize there is one other use for Careful Observation... to fish for good or excellent procs without losing your active buffs prior to hitting Byregots if you need the quality or your final synthesis skill if you need progress.
Hmm.. I suppose the only thing then would be to fish for better stats so you can proc Intensive Synth or something without losing timed actions. It probably still won't be used much simply because it requires delineations. They probably should have just kept it as a normal specialist action and removed the delieantions from the game.
