Cannot unlock extreme Primal trials

So, I started during Stormblood and my friend bought me a story skip through Heavensward content. I didn't really play much until Shadowbringers came out. Played all the way through Shadowbringers MSQ and decided to unlock more content. Wanted to try and unlock all the ARR extreme stuff for Wondrous Tails and Weeklys, but can't.

Urianger is by Eden and the Waking Sands is inaccesible, on top of the fact I completed most of the Hard modes(Including the Navel Hard) anyway when I started my relic weapon quest.

What do? Do I have to make another character from scratch?

The Waking Sands is still open, and Urianger will be there as well until you complete all the quests he gives there.
