30 min penalty from PvP
So I got booted from the start of a PVP match and got a 30 min penalty. Why? I didn't abandon anything! I got booted. I had set my controller down to browse the internet I heard the sounding bell I pick up my conroller and start to summon my mound and I'm booted before it finishes and I land a penalty... Why, this makes no sence. And then I can't even go to eureka to waste time. Why would duty finder block me from here? It's essentially an open zone with its own rules. Why can this be locked out?

If you don't move in a set period of time it assumes you're AFK and treats it as you leaving the match - for which the standard penalty is a 30 minute 'time out' from the duty finder. This was put in due a rampant bot/AFK player problem back when Frontlines first got the ability to give EXP and has been a good way of helping to alleviate at least the AFK player issue. Next time just make sure to move a bit.

You were AFK for at least 2 minutes, that's why.
I would guess, you AFK'd as soon as you went in - which is when the timer starts.
You came back right 2 mins hit and got the boot.
It boots when you go in, not when the battle actually starts.
