According to Yellow Gremlin, nobody, really. Dusty Mongrels in Thanalan drop it, but only at an eye-watering one-in-a-thousand drop rate. Disciples of the Land has no listing for gathering it. You can buy them in Ul'dah for a little over 1500 gil a pop, which sounds like the only practical way of getting them.
