(PvP) 9002 error upon using Movement skills follow-up

Upon closer inspection, it unfortunately appears that the player you dash toward with Tackle or other movement skills, doesn't have to be "dead."
I do not have footage of this as it appears to be a rarity, but I will simply state what happened.
I used Fire Tackle with Monk, from quite a far distance (maybe this also can be an issue?) and I got hit with 90002 upon reaching the target. Again, the player was NOT near death, more around 70% hp, but, the player WAS being attacked by fellow party members, so perhaps that also could have to do with it. Just figured I'd mention that this can happen when the opponent hasn't been killed.
