A Dream Fulfilled - HQ Item error?

Steps:
1. Get to the Anima weapons quest "A Dream Fulfilled"
2. At Ulan, you will be asked to trade in items for Crystal Sand.
3. Hit "Exchange items for crystal sand."
4. Go down until you see "Crafting Materials"
5. Here, for some reason, you cannot hand in HQ items, and I must believe that this is a mistake or a bug.
