Trouble adding a tenant

Hello! I just acquired my first house last week and immediately set to decorating. However, I'm having trouble adding a friend as a tenant and I'm not sure if it is a bug I should be reporting.

I have already added one friend with no trouble from the tenant menu but the list of friends that I can add does not have my other friend's name on it. I understand that one person cannot be tenant to more than 2 houses and I cannot have more than 3 tenants in one house, but so far I only have 1 tenant... here are more details:

My friend is not a tenant anywhere else
They do not have a private or FC house
They are a FC leader
I have tried using the sort and filter buttons to refresh the tenant menu list to no avail

Could it be that being a FC leader means they can't be a tenant somewhere? Can anyone confirm what I'm doing wrong? I appreciate any insight and if I'm posting in the wrong place please let me know.

Is your friend that you wish to make tenant on your friends list?

Is he on the same server?
Does he (for whatever reason) have you blacklisted?

Ooh I guess I should have specified: the friend is on the same server, is on my friendlist and is definitely not blacklisted, we speak in game every day.

Does he own more than one house?

It's a very odd situation and I attempted sending a support ticket because it seems like something is wrong but as you can imagine I only got a generic automated response telling me ways to find a solution. I haven't seen or heard of this problem in my search so far.

Have your friend double check to make sure they're not the tenant of other private homes. You can be set to tenant by others without your consent as long as you're on each others friends list. Also make sure you both have each other on your friends list. If one person removes another from the friends list, the system doesn't adjust things on the other side of the fence. You may also consider removing each other from your friends lists and then adding each other again to see if that alleviates the issue. Also make sure your friend isn't using world visit at the time (don't know if that would cause an issue, but throwing it out there). If none of that works, you may need to contact a GM in game to sort out the issue.

Keep trying to contact a GM until someone actually responds then. It can take awhile to get around canned responses.

Make sure that you're on his friends list, that's likely it.

I FOUND A SOLUTION!!

I know you were all trying to help but there is seriously something wrong with the way the tenant menu displays friends. This is my friend, we're on each other's friendlist, and I suspect there is something wrong with the system! I tried refreshing the tenant list by changing "oldest" and "newest" and I noticed NOTHING CHANGED.

Here is how I finally worked around it: from my friendlist I selected my friend's name and chose "assign friend group" and chose whichever. On the tenant menu, I used the filter to show only friends in that group instead of "all friends" and voila! My friend's name was finally there for me to choose!

It was rather frustrating since my friend was perfectly qualified to be a tenant but I hope this helps anyone else who might come across this problem.
