Scholar hotbar issue. Ruin/Broil

Just curious if it is a known bug or I am missing something.

For some reason I can not get Broil onto my hotbar. Currently level 66 Scholar and If I am outside of a dungeon Ruin changes to Broil 2. But If I go into a dungeon with a level between 54-62 I only have access to Ruin. ( I think 54 is the level you get Broil 1)

If I remove the spell from my hotbar and drag Broil onto it again it just changes back to ruin even though I am high enough level to use Broil.

Am I missing something?

Probably this.

But does raise an interesting oddity. A player not completing job quests can technically get Broil Mastery II trait without ever getting the first, rewarded from the job quests. According to text, you might think it shouldn't do anything at all. It's upgrading Broil to Broil II. But, if you don't have the first trait, you don't have Broil to upgrade...
