Gear/abilities keeps getting taken off whenever i log back into the game

Steps:
1. put gear on and move abilities around
2. log out
3. log back in

so for some reason whenever i go to put new gear on or put an ability into my hotbar, when i log out and log back in again the gear/abilities will be taken off (i do click update gear set btw). its been happening for a week now and is getting pretty annoying when leveling up a new class, having to put abilities back onto my bar again
