It was updated on 31th July and since that time automatic Steam client updates are disconnecting my controller settings and soon after crashing the game if I will try to reopen Steam.

The error message you're getting lists the in-game overlay. Have you tried disabling the Steam in-game overlay? Do you have any other overlays that may be active?

Ein is correct, to fix the controller setting via steam you will need to make adjustments and calibrations in steam's Big Picture Mode (why can't it be simple). in this mode it will have compatibilitys for other types of controllers like xbox360/ xboxOne and Playstation4 controllers, however they need to remain connected at all times as they will not work wireless.
