Yeah that is definetly Lightning's FFXIII costume, specifically the Guardian Corps Coat (note that it's for women only, but can be dyed).

What Hairstyle is that?

That's a custom hairstyle just for that character.

We might get it released on Mog Station at some point, but it's not available in the game.

None; it's a style only Lyse wears. Although there's a ponytail semi-close to it in the default hairstyles, none perfectly match it.
