I feel like these are a lie. At peek hours it's like 30. At dead hours (5/6 AM) it's like 10. I have a hard time believing these are still needed.
P.S. It's most likely bots. I never seen bots this bad in all my time playing this game.

It's a forced log-in queue to help keep traffic flowing smoothly. I suspect it will likely go away in a patch or two. Even if it doesn't, whatever they did this expansion to keep log in queues so low even from day one worked and I'm more than happy to have to sit through at most a 30 second log in screen if that's what it took.
I agree with you on the bots situation. The worlds that have these queues seem so empty when you are playing, and then you'll see the random group of bots flying in the air, or underground. I couldn't make an alt on Coeurl cause the bots were going in and out of a quest MSQ section and I couldn't proceed. They were there for over an hour. I've noticed it mostly on Crystal it's really bad, but even on Aether. I hope they do something about it :( Normally I never noticed until I couldn't proceed in MSQ.

I started playing again about 1 week or so before ShB opened. I never had to wait more than a couple of minutes to get into the game, even on the day it launched, my queue number was 175 or something, it took less than 5 minutes to get in.
The queue has been there, at least on Aether, since before the expansion. I noticed it when they split the NA data centers, ever day, log in queue, even when character creation was restricted on the entire data center, log in queues every day. Since bots tend not to live very long, I don't think it's entirely bots gumming up the log in, though I suspect it's related.
I have the theory that it logs characters in in batches rather than just letting people pop in whenever since I can try to log in at 3am and still get a queue. I find it hard to believe that there are 10 people waiting to log in that early in the morning, and then when I try to log in after work it's only something like 25 people. If it is bots, however, this process may be able to start verifying real players versus bots sometime in the not too distant future, I hope, and eliminate them before they can even get online.
