Is join party in progress broken for 24 man? or worse, all form of in progress queue?

Recently noticed this but I have recently noticed where in 24 man raids people leave but slots never get filled despite having the system saying they are finding people to join in progress. So far it has been happening everytime I enter any of the Stormblood 24 man raids!

Last time I had The Orbonne Monastary and my party had people leaving right away, and the system says its finding people to join. At the end we had 3 slots needed filling and we ended up getting to the last boss with the slots never being filled.

I have also tried asking people to join and they said sure but they can never get the queue to pop. They have the join in progress checked. I told them which 24 man dungeon and even tried to have them queue alliance raid roulette in progress. Both roulette queue and specific queue in progress did not trigger the queue. Steps below are what myself and others have tried when trying to get players to join but alas nothing.

Instead it puts them in a queue for a new instance for the said 24 man raid or alliance roulette.


Date & Time: Started noticing on the week of 8/12/2019
Frequency: Every time I am in a 24 man and people leave and system says looking for members

Steps:
1. Status to find more members to replace is activated while inside said 24 man raid
2. Asked people to help join in queue in progress for this specific 24 man raid - no queue pop
3. checked all languages for safety measure
4. People also tried to join alliance roulette in progress - no queue pop

I've also experienced this issue every single time I've been placed into Orbonne Monastery. It seems almost like the game is putting a cap on how many players can be in an alliance at the same time after people start leaving. The last time I got Orbonne, for example, alliance B lost 3 people after the first boss. Several people asked their friends to join as a healer and none of them could join. All of them confirmed that they had "join party in progress" checked. After a while one of the dps in alliance B left and immediately got filled with one of the healers who had been trying to queue. After that they were unable to gain any people again, as if they were capped at 5. The whole time our alliance was shedding and gaining new members.
