Crossworld tells not working

I am unable to send crossworld tells. I have never been able to but have recently learned that others can. If I have a party finder up and someone sends me a message from another server, I am unable to respond to them. Either by selecting Send Tell from menu or manually typing it out like "/tell Joi Silent@Siren". I get a message like "Message to Joi Silent@Siren could not be sent.

Am I missing a button that I need to turn on or something?
