Loss of server response for 3-30 seconds at a time when in instances.

The game will just completely stall out, no mobs are party members moving or performing actions, for anywhere from a few seconds to a half-minute at a time.

No issues in other online games. Unbuffered streaming downloads continue without issue during the same time these issues occur. My typical ping to the XIV servers is around 40 ms, but in-game data sent and received drops to 0 during these spikes and if I alt-tab and ping the XIV servers during these spikes, the test times out, even while speedtests continue to show a connection of around 100 mb/s. This occurs most often during prime hours, but can occur even at least populated hours (such as around 3 AM PST on weekdays).

When did this start happening? Do you recall anything changing/updating on your PC that coincides with this?

If you are having trouble completing a ping request during these spikes, you may be running into an issue along your way to the server, not necessarily your home network. Did you only try a ping request during these times, or did you attempt a trace route as well? If so, can you provide that information?

They started around 2 weeks after Shadowbringers' release.
No changes coinciding with the issue.

I've not run a trace route during the ping spikes, as it usually takes longer to complete than the trace process (~30 seconds). Here is a trace route from just now.
