A bit of learning, a lot of playing (4100+ hours of gameplay...)
I am a bit confused, do you mind clarifying what you mean? Learning the game? in terms of lore? gameplay? mechanics? jobs?
I am both learning while I am playing if that helps at all. In order to help better understand a job I typically do Deep dungeons to help facilitate the transition. Leveling my SMN though POTD helped me understand the fundamentals of the job in its self. During practice extreme trials I learn what I am doing wrong as a tank and learn where and when to better position the boss during some situations which results into a clear. I am learning Professions is not my thing and that money is only really worth it if you are going after a house. (which I desperately want but at this current time its better to just wait until housing is in a better state.)
Playing the game is learning the game. Do you mean the amount of time you've spent out of game reading up on how to play it better?

There is always room for improvement, always something new waiting for you to be discovered.
A lot of that IMO is learn as you go. Job mechanics wont really make sense if you read about it until you see it in practice. Same with openers, rotations ect. Take me for Example, I read about GNB opener and rotation but it wasn't until I was doing Expert roulette that I was able to figure out how to best key bind what I wanted and how I wanted to maneuver things. probably no more than 20 minutes of reading than just playing the game, like trials and dungeons, to get practice in. Stat priority is NO WHERE NEAR as needed to be looked at like wow does. that should be no more than a 5 minute glance or stats for your class. Boss mechanics can be basically learned on the fly. if you want to do additional research it is advisable. But Unlike wow, Bosses are far easier to learn about whats going on simply by observing what is happening. WOW has so many more mechanics it is the reason why there is literally an addon to keep track of them all.
Playing is like drawing : training, practicing and learning are one thing. We never stop learning (we realize it or not).
You are always learning the game.
Playing = Learning. Or it should. If you've stopped learning things while playing you are lying to yourself.
