There are two versions of the new chestpiece. Hooded Fireglass Leather Vest and Adventurer's Hooded Vest. The former was the one showcased in the patch notes.

I wouldn't know. As I do not know the details of your issue, I can only assume that you didn't look closely enough at the market board when looking for the new items and overreacted.
