Depends. Personally, I do dungeons. The DPS queues have slowed since release, a lot. Healers can just spam dungeons, tanks can to to a lesser extent. You can mix in fates during queue times to get exp, and complete the shared fate zones to unlock further rewards.

Even at below 70 they are not, regular dungeons are faster with the 30% earring, but as a DPS unless you have a healer or something to queue with, they are probably your best best at those levels.

HoH isn't very good EXP from 71 onward

This depends greatly on what job you're playing.
