Steps:
1. Talk to NPC
2. Look for option to repair your gear
I was in the area so just decided to go look and can confirm:

Although the places on the map that have the hammer, this location does not, do actually repair.
I wonder if it's the same issue in other languages if it's just English? Could be a localization accident?
