Unable to keybind Shift+NUMKeys

Hello, I'm trying to make a hotbar for job switching. I am trying to use Shift+NUMkeys (1-9 in this case) but when I try to do this, I end up remapping my End, Home, Page Up/Down, etc keys instead of the numerical 1-9 keys that I want. Numlock is on, but to no avail. I have no idea why this is happening.

My Keyboard is a Razer Huntsman Elite, with Windows 10 and the latest version of Razer Synapse. Really, I have no clue if this is a FFXIV issue or a keyboard issue. Any help would be greatly appreciated.
