So I currently have an account on the PS4. But I want to get it on my PC as well, so will I have to buy arr and shadowbringers(as it includes the previous xpacs) or can I just buy shadowbringers?

I believe since ShB includes all the expansions, just getting ShB should get you caught up.
You have to get either ARR & ShB or the complete edition. ShB will not work without the base game (ARR)
