I cant load into an area. At first after talking to Ryne i was stuck loading into the new area.
I thought it was my computer so I close the game. Now I cant load into the game at all, except on one character cause they're still trying to load into the scene with rune.
I tried with my low lvl alts and they load just fine. So its something with the new patch content.

When did this first start happening? Do you recall anything changing/updating on your PC that coincides with this?
If this is only happening with one character, can you try removing the locally-saved data (located My Documents > My Games > Final Fantasy XIV)? Make sure to create a backup of this so you can replace it if it doesn't solve the issue.

this started around 630 am CT. there was no changes to my pc or game prior to this.
I already tried removing the locally saved data. it did not work.
ive even tired re installing Shadowbringers. is there some way to move my characacter out of a that zone so it might have a chance of loading.

Can you submit a Final Fantasy XIV system report? Simply go to the 'Config' option on the Final Fantasy XIV launcher and to the right of 'System Information' click on 'Display.'
