If a character is inactive, only level 2 in one class and hasn't been played for in years (just guessing) can that character be deleted by request for the name slot of said character?

If a character is inactive, only level 2 in one class and hasn't been played for in years (just guessing) can that character be deleted by request for the name slot of said character?
as far as i am aware, FFXIV has never allowed this to be possible, and that may be simply because there is a much larger array of names than other games which have allowed name purges over the years.
