Shadowbringers MSQ progression Broken

I started the MSQ for Shadowbringers last night. I proceded with the MSQ up till the the Syracuse Trench. I followed the progression until you got to the Crystarium and are suppose to meet him on the top of the stairs to do the final turn in. He never spawned for me yet the map had him in his spot and green. I could see other players coming to the same spot yet again, he never spawned. I tried to reload the zone by leaving and coming back, logged completely off the game and relogged, and even reset my computer. Nothing got him to spawn. I then tried to go back to the Waking sands and come back but this was a major mistake. Since I am unable to turn in the final step, I am unable to attune to any of the aetherite. So I am now unable to return to the Shadowbringer zones.

So in short. I am effectively locked out of all MSQ and the entire Expansion until this bug is fixed. Thanks.

Just to be clear: you can't see the "Crystarium Gatekeep" NPC? Because I believe you need to talk to them to let you into the tower to continue the MSQ. I think they don't have the speech bubble above their heads because they're not the ones to talk to, which is a little confusing.

No he jut would not spawn. As in at the front of the zone. I tried to get into the tower but was refused. I was able to finally fix it by using a completely seperate computer to get him to spawn at the front of the zone. So I will remove this post. But he had a marker on the map but was not there. So since I hadnt finished the quest, the guards at the tower refused to talk to me and I was unable to use any of the Aetherites etc.

And no, it was the Crystal Exarch that wasn't spawning. From the first quest with him after he enters the city and your suppose to meet with him.
