How to unlock coil of bahamut raids?

I’m sorta a returning player and I made a new character. I beat ARR and then used a skip to get past the patch content cuz I already did it on a previous character. I’m at the start of heavensward. I remember unlocking the raids by doing the hard trials and I have done them again on my new character. But I don’t have any quest to get the raids. Can anyone help? Am I doing something wrong?

Beat Ifrit (Hard), Garuda (Hard) and Titan (Hard). Afterwards players can talk to Urianger (x6,y4) in The Waking Sands to start the quest titled Primal Awakening and unlock the dungeon.

Since you used a story skip, it will have marked the unlock quests for the primal battles as complete, but you still need to actually complete the actual battles before the game lets you progress to the next step of starting the Coil quests.
