Why is there no option to lock every window in place?

Something that's been annoying me for quite some time now: I can accidentally drag windows like character screen, chat windows, loot window, NPC quest dialog window etc. as there is no way to lock every window in place.

Why isn't there an option like that?

Personally, I would be happy is they just gave us a damn way to lock the chat already. I set it in a specific place so it's part of my hud, so it makes no sense why I can't lock it.

Like I dunno.. something like this..
