Crafting Class Actions need to be reassigned

Is anyone else having this problem? When I am crafting in multiple classes I need to consistently reassign many common actions to my Hot Bar every time I change classes. Is this a problem or am I doing something wrong?

If the actions are on bars 1 to 3, then they should automatically change with the class.

While the actions do carry over with the class change they are not active (usable) til I actually reassign them
