Over 4000 during Stormblood, with 2500 being the average during that launch. It got /bad/ on Aether back then.
I've seen over 5k when they added housing.

Something like 4 hours when Stormblood launched back on Balmung. Comparitively, the queues we have now are a tiny hiccup.

4000+ on Cerberus when Stormblood launched. It was quite the waiting.
From earlier today when the servers crashed, waited about 40m to get in. I was luckily on JPN world for Stormblood and didn't experience it.
990 at the start of Early access for SHB after having a small fit with getting character data to load due to all the people logging in. The queue took maybe 10 minutes. I wasn't around for the other expansions' releases, so I can't really compare. But I am also on a preferred world - Brynnhildr. I invariably have a 30 or so queue to log in now, which is not a problem.
