I don't get it, like when im I going to use this in a rotation. I always have two shells most of the time unless blasting shell spends a shell ( im 76 atm).

DPS Increase when you're in No Mercy.
It allows you to squeeze in another two burst strikes in that time-frame, if you do it well.
Also helpful when you're trying to do No Mercy AoE Damage. Allows you to spam 4 Consequtive Fated Circles.
Use 'em for Burst Strikes.
Have 2 in the chamber, basic combo up to Brutal Shell as prep, hit No Mercy, Gnashing Fang combo, Solid Barrel to get your 2nd shell back, 2x Burst Strikes, Bloodfest, 2 more Burst Strikes.
At a guess anyway, need to play around some in 2 levels time.
you have 20 seconds to fit those extra burst strikes with no problem, its pretty simple burst strike (fated circle in aoes) are a dps gain over everything excep gnashing fang combo (this only on single target) so you use more burst strikes here and there, so use it all the time, with the recast of bloodfest you should be able to fit those extra burst strikes one "no mercy" yes one "no mercy" no.
I've been popping it before Brutal Shell, and then using a Burst Strike before Solid Barrel. It gets all my buffs cycling faster, and sets me up so that No Mercy, Sonic Break, Blasting Zone, and the Renzo combo all queue up for Trick Attack. Leveling from 70 to 80 with a NIN helped me a lot in workshopping an opener that gets the most bang for every cartridge.
Seems to be working pretty well so far in EX primals. I've been beating every pug tank I've come across yet, and I'm constantly rubbing shoulders with my DRK friend that I plan to go into Savage with.
